Using GNU makes default rules, ah okay.

Given that we only ship the texi files to comply with the license, I
don't intend to include the files into the texinfo system (and most
definitely not in the first level of texinfo: if we ever include them,
it should be beneath the Octave structure).

It's bad however that we ship them in /u/s/d/octave-fixed, but that is
due to our default install of the doc/ directory of every package. I'm
not sure it's worth the effort to change that, though.
