Per default debhelper commands acts on the first (binary) package listed
in debian/control. If in sysloc-ocaml the -dev package is the first (or
even the only) package in debian/control you don't need the -p. I put it
in all packages of mine to be explicit, since dh_ocaml should be invoked
on -dev packages.

Not that I'm aware of.
