Well, yes, but you cannot upload it to debian. The sponsoring thing is so i
may review your first packages, give you advice as needed, and when the
package is ready, upload it to debian, signed with _my_ pgp/gpg key, so it
will be included in the official archives.

Also during this process, the sponsor can make itself an opinion about the
sponsoree, and as thus give this opinion to the new maintainer team, so your
application will get faster or something such.
