While I can't say anything about his technical skills, I remember
signing Jochen's key some time ago as requirement for his DM status.
Back then he was already planning on ROS packaging and I'm happy to
see, that everything worked out as planned.

Apart from his technical contributions to Debian, I think it's
also valuable to have more developers in Niedersachsen making
it easier for new people in this area to join the project. At
the moment there are actually no people from Osnabrück in the
Keysigning offers list [0] at all.
