I'm his regular sponsor for his package 'rt-tests' since four years and never had any problems with him or his packages. Actually, one time he already knew a detail about changes in debhelper I wasn't aware off... So he surely has the technical skills to upload and maintain his own packages. I also think that he has the needed social skills, which can only partly be witnessed in his reactions on bug reports, where he is polite and eager to fix the reported problem.
