Advocacy for Andreas Rönnquist

Hello,

I advocate Andreas Rönnquist to become uploading DD.
Advocacy text:

I would like to advocate Andreas Rönnquist as a uploading Debian
Developer.  I seconded his DM application about a year ago[1] and
I believe he will be a great asset.

Andreas have been using his unsupervised upload rights regularly and
responsibly.  I also had a email exchange with Tobias Hansen
(thansen@d.o) about Andreas's involvement in co-maintaining
allegro4.4/allegro5, which only strengthened my belief in Andreas and
his skills.
