Balint has shown that he takes packaging wireshark seriously. He interacts 
with the security team for backports, etc.

Right now he can't do security uploads himself, these still have to go through 
me. Being a full debian developer would give him the power to handle this 
himself.

He's been maintaining wireshark, a complicated package with security issues, 
backports etc. with great success for more then a year now.

Continuing with wireshark, and help with other packages where appropriate.

Interaction that I've seen is mostly with the security team and has been fine. 
I did not notice much other interaction.
