Reapplying as a DD after soft rejection

Hi,

It's been now about 6 months (more or less) that I have been soft
rejected by my AM (because I failed reading correctly some licenses
during the tests). I feel I am more ready now, and I was wondering if
there was some more steps that I should do to reapply, and if so, what
should I do?

Is it advised to apply first as a Debian Maintainer before DD, so I can
upload my packages myself in the mean time?
