For comparison, I'd say that's exactly right; but maintaining your own packages well definitely requires a certain amount of technical skill, and sufficient social skills to deal with other people within the project when their changes affect you, or yours affect them; and outside the project, when dealing with bug reports and feature requests, either from users or upstream.
