No, it doesn't mean debian-private.  That would be an existing solution,
but I think what is suggested is to create a new mailinglist, open for
subscription by anyone, which is not publicly archived.  I think this is
indeed a good idea, because if DDs want to "veto" (or whatever you call
it) a DM request, there shouldn't be a barrier like this.

When such a list is created, we should take care to explicitly note to
all subscribers that publicizing archives of that list is not allowed.
Otherwise I'm sure there will be some server making the archives for us,
which makes the whole operation meaningless.
