This is generated from the DB using "SELECT count(*) FROM manager WHERE
max_applicants > 0". The current number is 51.

This one's using "SELECT * from manager WHERE is_active IS TRUE ORDER by
name". [76 currently]

No, it means that 51 of the current AMs are willing to process
applicants after the ones that are assigned currently to them are
finished. The number of people actually processing NMs right now is
48.

Looking at the DB, there are 28 AMs who have no applicant at the
moment. Three AMs will get an applicant as soon as I have checked the
reports they've sent in about their first applicants. [48 + 3 == 51,
the number of AMs willing to process an applicant]
