How many AMs

Hi!
nm.debian.org main page counts 49 AMs. When I look at the page linked
to "Who we are" - "a group of Debian Developers, I see more than
seventy active AMs listed there.
Does 49 mean those are currently processing NMs? And the others have
no NM? Or does that mean the rest is not any longer working as AM but
did not send a notice about their inactivity?
