No, those pages just name areas in which the applicant should be knowledgeable.
 There is no indication there that the applicant has to know how to package perl
modules, for example.  The question templates provide the latter information but
I'd guess that few applicants receive that information beforehand and having the
questions isn't enough for someone to be prepared anyway.  But we are getting
bogged down in details.  The idea is to have better prepared applicants and a
shorter NM process with a fixed time limit.  There are different ways of
requiring better preparedness and different durations that could be adopted. 
That's a matter for further discussion if there is agreement on the basic idea.
