I had a suspicion that the systematic problems with NM would turn out to
be the applicants' fault.  They aren't communicating!  So the required
structural change is better to educate applicants at the outset that they
should be prodding their AMs and/or the FD.

It's not a question of people forgetting what they are supposed to do
and there is no question of genuine threats, of course.  Put it this
way: the applicant should make it known to his AM/to the FD/to the DAM
that getting through the process is something very important to him.
