There always will be exemptions, which require some other method to
verify the identity of an applicant. However, as a base rule,
requiring two different people to have worked with or met the
applicant is probably a good idea. It shouldn't pose much of a problem
to many applicants (at least those close to major metropolitan areas)
and those where it does will probably need an exemption to the
signature rule anyway.
