I suppose so.  It's not ideal since we don't see how the maintainer
responds to FTBFS bugs and (to some degree) to bugs submitted by users
(since less people use experimental).  The whole idea of having a
package in the archive is so we can see that a person has done
consistent work, responds to bugs and maintains the package properly.

A package is not required just for the sake of it... there's actually
a good reason for it.  So the question you have to ask is whether it
shows that he maintains the package in a good way.

Same as above; so, yeah, it's not a problem (although he should
clearly be listed in Uploaders: if he's a co-maintainer).
