It is a good idea, but the AM shouldn't be the one who ask that
information IMHO. May be, a new private field in the db.debian.org LDAP
interface could be the solution. That field would be filled by the
Applicant once he has been approved and he has an account.  The new
information would be developer-only (as the address, postalcode, etc), or
even admin-only because it only should be used in an emergency case.

Actually, It could be a good idea to ask to all the developers to fill that
new field with the emergency contact info.
