Noel is a student in Germany and has been working with Linux since 1996.
He has done quite a bit of work throughout the OSS community, running
websites such as http://www.kernelnotes.de/ and mirrors like
http://de.samba.org/. His goals in Debian include packaging and continuing
his current translation work. According to his advocate, Michael Meskes,
he administers Debian boxes professionally for several companies.

Since I don't speak German, I myself cannot evaluate Noel's translation
work. However, he has been a member of the German translation team for
quite some time, with CVS access. Gerfried Fuchs <alfie@debian.org>, one
of the German translation coordinators, writes that he thinks Noel's help
"is really valuable" and that "it's easy to coordinate with him ... he has
a good understanding of what it means not to translate word-wise but to
also give it a meaning."
Noel also packaged ipac-ng, a fork of ipac which supports iptables. His
initial package contained mostly minor errors, which he corrected rather
quickly.
