 Philosophy & Procedures
 -----------------------

 Sebastien is very enthusiastic about Debian and it's philosophy.  He
 agrees with the Social Contract, and from my email discussion with
 Sebastien I think he understands it.  Also from my email discussion I
 think Sebastien understands the procedures related to Debian
 Maintainership.  His intented work on Debian overlaps between
 philosophy and skills.  He's written "replicator", since he's a Physics
 PhD Student and network admin at Ecole Normale Superieure de Lyon.
 "When I started 3 years ago there weren't any Linux servers here nor
 any support for Linux.  I managed to convince people to try Debian.
 They did but they had one condition for the large scale deployment:
 they wanted an automatic installer."  He's very ambitious, as he
 explains in the future he'll have the power to decide what technologies
 get deployed at his institution, which is well placed in the French
 Educational and Research system.

 Regarding licensing issues, I think he's got a good grasp of it.  Like
 many developers, he used a very broad interpretention of a rather
 focused point when confronted with one of my questions, but, in my
 opinion, he's eager to consider other people's point of view and is
 able to argue in favor of his own views.
 

 Tasks & Skills
 --------------

 Like I said, Sebastien has developed "replicator", and he's already
 using it on a "on medium scale (nearly 40 installed computers)
 installation" and is looking forward to use it to install a larger
 organization.  Replicator can be found at sourceforge[0].  He would
 like it to become part of Debian proper, as he has not only ideas for
 future development, but also would like make additions and
 modifications to Debian's infraestructure (e.g., debconf and policy).

 I revised the packaging (and design) of replicator, and I think it
 suffices for this part of my report.


 Recommendation
 --------------

 I strongly recommend Sebastien to be accepted as a Debian Developer.
