According to my understanding membership is not restricted to
package maintainers. http://www.debian.org/devel/join/ says
There are several things, other than package maintenance, you can
contribute to in Debian. Testing and reporting/fixing bugs is great
help to us, along with helping in writing good documentation, or
doing web maintenance, translation (i18n & l10n), publicity, legal
support...
And http://www.debian.org/devel/join/nm-step4 allows for NMs that
are not package maintainers.
I do not agree that my applicant should be a priori excluded from
maintainership.
