could you elaborate in which way the ABI changed?

Could you bring this issue up to the new upstream and ask them for a coordinated SONAME bump (or revert the ABI changing changes)?

Before I do so I would welcome some review.  I decided to also rename
the -dev package and drop the version from it (just libmad-dev).

Sounds like a good idea!
