Bug#885799: multimedia-devel: Drop obsolete Recommends

I feel that design has some problems. Maybe it should show a different
list depending on whether the visitor is interested in Debian 9 or in
Debian Testing.

But I don't have time to work on any of this.

libart-lgpl will still be around in Debian 10 "Buster" so I guess you
can close this bug now.

I think there is a significant issue here. For instance, shutter was
just removed from Debian Unstable today. User upgrading from Debian 9
with the multimedia-graphics package installed will still have shutter
installed because another package recommends it. But it will not be
possible for Debian to provide any security updates for shutter or any
of the other libraries or apps that have been removed over the years.

Thanks,
Jeremy Bicha
