Yes, the actual files with contents. If you check the mirror trees, you
will find that all the Packages.gz|xz and Release and Contents and
whatnot files are symlinks to them.

Does anyone else ignore them when running rsync?

That would break your mirror, as you would miss out the actual content of dists/ files.
