Dropping httpredir.debian.org service

Hi folks

The httpredir.debian.org service shows up on the Debian mirror teams
radar more then we like.  People are constantly complaining about it,
both publicly and in private.  It need supervision, drops mirrors for
fun and is unmaintained by the people who initially wrote it.  This
status did not change for months.

So we decided to drop httpredir.debian.org as a services.  The name will
be redirected to a CDN we already use, this means users should not see
any interruptions.

We thank the people who wrote and maintained this software.
