I just had this problem again. It was single occasion when I was
downloading many package files and accessing Debian site.  My browser
was sent RST according to the chromium browser screen.

I do not use so-called tunnel by myself.  My ISP offers IPV4/IPV6 dual
stack service down to my home router.  They just upgraded to it by
remote firmware updates in April.
