Not least of which, you'd need to find somebody to donate a
non-supernetted multihomeable /24 to debian, post RIPE-55 these are

I've been talking to the openSUSE folks about mirroring them, and
noticed that they use
http://en.opensuse.org/Build_Service/Redirector
which at first blush looks like what you're after?
