bootstrapping bigloo on mips/mipsel

Hi mips porters,

There are problems with a circular dep between the bigloo and scribe
packages, so, as the scribe package was not successfully built on
mips/mipsel, bigloo has to be build manually.  Could one of you please
take care of this ?

How to build it:
- install the builddeps, minus scribe
- build as usual, but run "debian/rules build-arch" instead of
"debian/rules build"
- package with "debian/rules binary-arch" as usual, this rule just
depends on build-arch
