Wrong you are trying to extract/install the mipsel packages on i386.
If you are starting from the beginning try using "dpkg-deb" like
dpkg-deb -X <package> </root>
Which will extract the package.>
Alternatively
ar x <package>
tar -zxvf data.tar.gz
