(If you are still working on the package, RFS should not be closed; they
should be kept and updated.)

NMUs are regulated within Debian, see the developers reference for details,
but usually new upstream releases are out of scope for an NMU (as said already)

You need to ask him ;-)
(For completeness, there is also the ITS procedure, but Steve is generally
active, so I guess asking him directly will be better)

This bug would be in scope for an NMU, however, not by a new upstream
release, but by providing a backported fix / patch for 6.4.0-1
(see developers reference, NMU should be minimal changes only and need
to fix actual bugs.)
