ITP is truly not the right one for this. And this should be merged with #896844.

Looks like there are multiple users who are saying its unusable.

You have auctex/12.2-0.4 which doesn't make sense for Debian. So,
create a package for auctex/12.2-0.1, also add the fix for #951973 to
it. And then take a look at https://mentors.debian.net/ about how to
upload and find a sponsor.
