I've never seen this before so it was strange to me too. It seems that the
manpage is compressed as 'gz' file and cannot be diff'ed for dpkg-source to
build successfuly. Therefore it has to be put in the debian directory and
declared in the included-binaries file to build properly. Found this explanation
on the dpkg-source manpage.

But I don't think it's a problem to leave one small typo in the manpage.
