Only looking into the .dsc source package you provided, there is still
one important problem:

Within the original tarball your provided (wifi-qr_0.2.orig.tar.xz),
you are including the following directories that can only be generated
**after** building a package locally. You did not clean those files and
included them in the **original** tarball, which indicates something
must have been messed up.

* debian/wifi-qr/DEBIAN
* debian/wifi-qr/usr
* debian/*.substvars
* debian/*.debhelper
* debian/debhelper-build-stamp
* debian/.debhelper/
* debian/files

It is absolutely unreasonable to include those Debian-specific build
auxiliary files in the **original** source code tarball. For Quality
Assurance purposes, I do recommend reviewing the workflow about how you
actually handle the generation and release of new upstream version of
wifi-qr and its original source code tarball (theoretically this part
should have nothing to do with Debian). I do hope this can be done
properly (and automatically) in the future.

Please consider fixing this issue and prepare a new .dsc source
package.
