Is SDDM not expected to be installed during Base System setup?

Hi mentors,

is SDDM package not expected to get installed during base system setup phase
in a simple-cdd built Debian ISO OS installation?

Despite being added, it was not installed. However, the problem does not
occur if I place it under 'selected packages' phase (as in preseeding) or
`postinst` phase (as in call in the conventional apt-get install).

At this point, only SDDM (and LXQt?) are giving problems in simple-cdd
build.

The objective is to identify whether it is a valid bug or an expected outcome
before raising a bug issue.

Thanks in adv!
