some nitpicks:


I would like to see fixed before having another deeper look:

debian/libsane1.NEWSis it still needed?
sane-backends-1.0.27/debian/libsane.dirs
sane-backends-1.0.27/debian/libsane.symbols
sane-backends-1.0.27/debian/libsane.install
last little thing: 
I don't want to start another flamerwar such as the one in #908681, I hope this time nobody will complain... :/
btw you can see the build with the changes I requested here
(mostly, delete old libsane.* files, and remove the NEWS file)
