I don't think that is a particularly good idea. At least you want to
keep ast-dump/doc/rumur-ast-dump.1 in debian/rumur.manpages, because
this file is apparently not installed otherwise.
Attached is a suitable (IMHO) workaround that you can apply until
#943705 is fixed.

It is a regression in dh_installman, because this worked before the
man-recode introduction.
