Sponsoring cutecom 0.51.0 package

Hello.

I've prepared an update for the cutecom package (Qt-based serial terminal) 
that I want to get to buster (as there are important bugs fixed there). But I 
didn't get any reply from my previous sponsor (Gianfranco Costamagna) so I'm 
trying to find someone to review/sponsor it. The package is available at

Changes since the last upload:
   * New upstream release (Closes: #911378)
   * Change Qt dependency version to 5.3.0 as it's the minimal
     supported version now
   * Update homepage and watch file, project moved to Gitlab
   * Upgrade package to standards 4.3.0
   * Upgrade to debhelper 12, set compat 12
   * Update copyright, icons were changed to public domain versions, some
     new authors added
   * Remove man-page-update.patch, merged upstream
   * Use updated desktop file with 'Comment' section (Closes: #847088)
