That's not how it's done (but it doesn't matter in this case).

It may be "free" but it's not free software per DFSG. It may be allowed in
the non-free section but we already have many PDF viewers in the main
section. And we woul require a license which your software apparently
lacks.

No, we require a source package to be able to include it in the repos.

I'm closing this bug.
