Hmm, I can't make it fail here. e.g.

~/temp/retry/4pane> origtargz -u

Unpacking ../4pane_4.0+dfsg.orig.tar.gz

That was using a fresh debian repo clone. I also tried uscan direct, and did a
gpg2 --verify direct on the uploaded file. Finally I tested in a new
virtualbox guest. All were successful.

Can you think of anything else that might be going wrong?
