I don't care too much, but this changelog looks
"fix a debian manpage", not a manpage that comes from upstream, otherwise I would
have put the sentency as a paragraph of the first line

e.g.
* New upstream release
  - Fix manpage typo (Closes: #836314)

last nitpick:
"help" is different from "manpage"
