   * Remove obsolete menu support
   * Use Cmake RelWithDebInfo build type to get '-O2 -g' flags
   * Install desktop file (for 'System' category) system-wide (previously
     it was installed into kde directory) (Closes: #614793) (LP: #1575347)
   * Install an icon

look e.g. to example 3 and example 4
they have some little sentences and a link to the full license

the scope is simplify Debian packaging ;)
there is a default rule that calls all the standard debian dh_*
and you can still override them in case of something special
