Hi,

I have uploaded a new build to debian mentors for further review.

This build should address the issues raised on my previous upload, 
modulo mistakes and misinterpretations on my side.
This version does rename the libraries to libcgicc3 (from libcgicc5), 
replacing and conflicting with the previous name.
