Bug#834570: RFS reopened and ready

Following an incident with the packaging repository, I had to 
temporarily close
this RFS and re-work on this release.

The new release is now uploaded on mentors and ready for sponsoring. The
corresponding changelog is the following:

* New upstream release.
  * Bump standards version to 3.9.8, no changes required.
  * Cherry-pick patch series fixing FTBFS on Stretch. (Closes: #831121)
  * Cherry-pick patch series fixing FTBFS of the testsuite. (Closes: 
#820701)
  * Remove test target override, no longer necessary.
  * Drop debug package in favor of autogenerated dbgsym.

This release closes the high-severity bugs (including one RC) currently 
affecting
the package.
