  * Update to debhelper version 9 (Closes: #817499, #828348).
  * Add multiarch support.
  * Fix bandwidth spelling in manpage (Closes: #617336).
  * Use dpkg-buildflags for hardening.

The changes are purely packaging (except the spelling) related and a straight
update from the old rules file to dh. It blocks some transitions so it's
mildly important to get uploaded soon.
