"uscan" simple as it.
apt-file search bin/uscan might help in finding the package :)

there is really little difference between Maintainer and Uploader, but
yes, you are right
(I mean, you can upload in both ways, maintainer or uploader, in the meaning
that you might not need to ask other folks to do, and Sponsors will sponsor
the package with yourself listed in one of the two fields)
