As it was a QA upload and Emanuele Rocca is not part of the 'chinese'
alioth project, it is likely that Emanuele just uploaded to Debian
without committing to the repository.
I would encourage you to click "Request to join" on the 'chinese'
alioth project and mention that you want to adopt fortune-zh. Once you
have access to the git repository you can debdiff the two versions and
commit the patch to the repository (using "Emanuele Rocca
<ema@debian.org>" as the commit author.
