Whenever there is an upstream where you can fill in any of the fields
listed on the UpstreamMetadata wiki page.

It is always a "nice to have", I think I said at the start of my review
that all the things I wrote were in the "nice to have" category.

Academic articles are one aspect of upstream metadata and are only a
possibility because the UpstreamMetadata proposal originated in the
Debian Science (or Debian Med, I forget) team and references are very
useful for those teams. If no academic articles have been published
about a package, then there will be none to add to the upstream
metadata file. Same for donations or other upstream metadata.
