Okay, I have now added the appropriate sequence of actions to the
‘build-indep’ target.

It goes through the binary build process (I think because of
‘dh_install’), though the result is 

This will be cleaner in the next release, once I re-write all those
targets to just use ‘dh’.

That changes published VCS history (I had to delete the tag for the
release), I think that's a problem. I've done it this time, let me
know if that's okay.

While the release remains not yet finalised, temporarily finalise it
in ‘debian/changelog’ for the package build.
