uscan(1) uses its own keyring, which is usually checked out in the
debian branch: You need to export the signing key(s) to one of:

    debian/upstream/signing-key.pgp
    debian/upstream/signing-key.asc
    debian/upstream-signing-key.pgp.

For instance:

    gpg --export-option export-minimal --armor --export \
      D31BEF17F9EAA92AF3C0FD59CE76547BAC103A8D >debian/upstream/signing-key.asc
