Well, the very first thing I do on a new Debian system is this:

echo 'APT::Install-Recommends "0";' > /etc/apt/apt.conf.d/75recommends

i.e. tell apt-get to ignore recommends.

In this case a metapackage using recommends does not seem very useful,
I guess.
