Thank you for your help!  ublock is something I use personally, so I am
definitely interested in seeing this package in Debian.

As it stands right now, though, there are some concerns about licensing
that make this package unable to be uploaded.  Specifically, ublock
bundles a bunch of ad block lists under a variety of license, some which
are not DFSG free.  All of the ad block lists will need to be enumerated
in d/copyright, and some of them will have to be repacked to remove
them.  (I stopped my review after finding the first non-free one:
someonewhocares.org disallows commercial use.)  Some of the lists don't
have any clear license information, so they should either be excluded or
the author contacted to have their licenses clarified.

https://wiki.debian.org/DFSGLicenses has some information on what
licenses Debian considers to be free.  In general, if it's not on the
list, quickly check if it violates any of the DFSG rules
(https://www.debian.org/social_contract#guidelines) in an obvious way.
If you're not sure, you can check to see if anything else is in Debian
under that license - and in the worst case, you can ask debian-legal --
or the mentors! -- for advice.
